Certificate of Conformity (UkrSEPRO)

In Ukraine, following the abolition of the UkrSEPRO system, product conformity is confirmed within the framework of technical regulation, including through a declaration of conformity, which is issued by accredited certification bodies. A certificate of conformity may be mandatory for certain types of products or voluntary, which increases the competitiveness of goods and consumer confidence. To obtain it, you must submit an application and a complete set of documents to the authorized body.

Certification of conformity (UkrSEPRO) can be carried out for different volumes of products and periods: for a batch of products, or for serial production or import. The certification is valid for 1, 2, or 3 years. When certifying a batch of products, the quantity of products already manufactured or imported is clearly indicated with their serial numbers. This type of certification is suitable for one-time deliveries or the production of several copies of a product. If you plan to manufacture or import products continuously over a period of time, you will need serial production certification. The issuance of a certificate with a term of more than 1 year requires annual technical supervision. Certification for a period of 3 years is only possible if the company has a quality management system in place.

Terms

The time required to issue a certificate, from testing to the preparation of the necessary documents, is 4 to 6 days.

  Certification of conformity(Ukrainian Certifiacate) allows you to document and confirm the products and their compliance with regulatory documents from a third party. Such a certificate is often required by tenders, stores, supermarkets, and other retail chains.

A certificate of conformity(Ukrainian Certifiacate) is a document issued in accordance with the rules of the certification system to confirm that certified products comply with established requirements, applicable standards, and rules (DSTU, EN, TU, SOU, etc.).

What you need to know about the certificate of conformity (UkrSEPRO) in Ukraine:

Two ways to confirm compliance:

  • Declaration of conformity: A procedure whereby the manufacturer confirms through accredited certification bodies that its products comply with the requirements of technical regulations.

  • Certification (Ukrainian Certifiacate): A process conducted by an independent accredited body that confirms that the products comply with established standards.

  • Voluntary and mandatory certification:

  • Mandatory: Required for certain types of products and established by Ukrainian law.

  • Voluntary: The manufacturer may undergo it at their own discretion, which increases the competitiveness of the products.

  • Certification bodies:

Certification is carried out by accredited bodies authorized by the National Accreditation Agency of Ukraine (NAAU).


What documents are required to obtain a Ukrainian Certifiacate:

  • Certification application.

  • Contract with the manufacturer or supplier and specifications.

  • Technical documentation for the product (technical characteristics, instructions).

  • Documents confirming the safety and quality of products.

Certification procedure:

  1. A representative of the company (manufacturer or importer) applies to the authorized certification body.

  2. A complete set of product documentation is provided.

4. After successful completion of all checks, the authorized body issues a certificate of conformity.

Mandatory product certification was abolished on January 1, 2018.

The certification procedure is regulated by Ukrainian law and is carried out exclusively by authorized accredited certification bodies.

Ukrainian Certifiacation takes place in several stages. The main ones are:

 

If the products comply with all applicable requirements, the applicant receives a certificate of conformity — a document certifying their safety and high quality.

Refusal to issue a certificate is a direct consequence of the non-compliance of the manufactured products during the testing of their samples.

Requirements for filling out the form of Ukrainian

Certifiacation

The document is drawn up on a printed form, which indicates its series, state registration number in the register, validity period, HS code, products, list of standards establishing requirements for products, applicant details, information on the need for technical supervision, and information about the certification company. The certificate shall be certified with the seal and signature of the head of the certification organization.

According to the Law of Ukraine "On Technical Regulations and Conformity Assessment," certification is a third-party confirmation of conformity relating to products, processes, services, systems, or personnel.

Closely related to the certification of goods is the concept of "technical regulations," which are regulatory acts that define the characteristics of products or related processes and production methods, including relevant administrative provisions, compliance with which is mandatory.

Certification of lifting cranes in Ukrainia

  • A crane is a cyclic-action lifting machine designed to lift and move loads during construction, installation, repair, loading, unloading, and other work.

        • Stationary crane (fixed to the base);
        • Radial crane (moves along a circular path relative to a stationary support);

Certification of hand tools in Ukrainia

  • As a rule, all hand tools are subject to mandatory certification(Ukrainian Certifiacation) in the UkrSEPRO system. This is due to the fact that virtually all hand tools are potentially hazardous. At the same time, there may be various categories of danger - mechanical, electrical, vibration, acoustic, toxic, etc. Since tools are expected to be used in a wide range of external conditions, such as indoors and outdoors, in different temperature conditions, and at different humidity levels, the safety requirements for tools increase significantly.

    That is why mandatory certification is so important for hand tools, as it can confirm the safety of hand tools under various operating conditions. Of course, mandatory certification in the UkrSEPRO system primarily checks the requirements for mechanical and electrical hazards, as these are the most likely sources of injury to humans.

    Certification of hand tools is a mandatory procedure in accordance with the List of Products Subject to Mandatory Certification in Ukraine, approved by Order of the State Consumer Standards Service of Ukraine No. 28 dated February 1, 2005.

    Certification of hand tools requires that products comply with the following standards: GOST 27570.27-91 (IEC 335-2-45-86); GOST 23511-79; GOST 30320-95 (DSTU CISPR 14-1:2004 from

    01.07.2005).

    However, an equally important characteristic is the sanitary (hygienic) safety of the tool. Standardized safety parameters include vibration level, acoustic noise level, and exhaust gas toxicity for tools powered by internal combustion engines. For power tools, the level of industrial frequency electric and magnetic fields is also standardized. Therefore, all electric hand tools can be certified by the Ministry of Health of Ukraine with sanitary and epidemiological conclusions.

Certification of dishwashers in Ukrainia

  • Like all household appliances, dishwashers are subject to mandatory certification. First and foremost, the certificate must ensure the safety of electrical equipment. Therefore, a sanitary and

    epidemiological conclusion (Ukrainian hygiene certificate) is a mandatory document attached to the certification application. In addition, Ukrainian regulatory documents specify all factors affecting the safety of human health and property when using dishwashers.

Certification of gas and electric stoves in Ukrainia

  • A stove is one of the most dangerous appliances in the kitchen. Therefore, mandatory certification and official confirmation of quality and safety are required for this type of product. In addition, a sanitary and epidemiological conclusion is a mandatory document attached to the certification application.

    According to the List of products subject to mandatory certification in Ukraine, approved by Order of the State Consumer Standards Service of Ukraine No. 28 dated February 1, 2005, the nomenclature of certification includes "stationary electric stoves, hot plates, ovens, and the electrical part of gas-electric stoves."

    To confirm that the appliance meets all the necessary standards, specialists first check the stoves for electrical and fire safety. It is important to see how the appliance behaves during voltage fluctuations in the electrical network and in other abnormal operating conditions. For example, hotplates are tested without load, ovens are tested open, and steam ovens are tested without water. In all cases, the products must not pose a fire hazard.

Certification of computers in Ukrainia

  • Computer certification applies to virtually all computing machines, with the exception of spare parts for them. Computer certification is based on the results of testing.

    Computer certification is a mandatory procedure according to the List of products subject to mandatory certification in Ukraine, approved by Order of the State Consumer Standards Service of Ukraine No. 28 dated 01.02.2005.

Toy certification in Ukrainia

  • A toy compliance certificate is a document confirming that a product meets all quality requirements and guarantees safety for human life and the environment.

    Toy certification is a mandatory procedure according to the List of products subject to mandatory certification in Ukraine, approved by Order of the State Consumer Standards Service of Ukraine No. 28 dated February 1, 2005.

    Certification of the following types of toys is a mandatory procedure:

    • Toys (except for pyrotechnic toys, Christmas tree decorations, artificial Christmas trees and accessories, electric garlands, toys with internal combustion engines, playground equipment, sports equipment, accurate scale models, folk decorative dolls, puzzles with more than 500 pieces or puzzles without images intended for specialists, pneumatic rifles and pistols, slingshots and catapults, darts with metal tips, toy steam engines, bicycles with a saddle height of more than 635 mm from the floor, baby pacifiers, exact replicas of firearms, costume jewelry for children, toys powered by mains electricity);

    Children's toys are certified for compliance with GOST 25779-90 and DSanPiN 5.5.6.012-98. Children's toys are classified by age, material, educational purpose, and complexity: simple, mechanical, soft, and electric.

Equipment certification in Ukrainia

  • Equipment is understood to be a set of parts and devices used for processing, manufacturing, moving, or packaging materials, etc.

    As can be seen from the definition, the concept of equipment includes a fairly wide range of diverse products:

Certification of clothing in Ukrainia

  • During clothing certification, the quality of the material and compliance with sanitary and epidemiological standards are checked.

    It should be noted that standards vary depending on the group to which the clothing belongs. There are two main classes: adult clothing and children's clothing.

    Certification of adult clothing is voluntary (not mandatory), only a sanitary and epidemiological conclusion is required.

    As for children's clothing, obtaining both a sanitary and epidemiological conclusion and a certificate of conformity is required by law.

    Certification of children's clothing is a mandatory procedure according to the List of Products Subject to Mandatory Certification in Ukraine, approved by Order of the State Consumer Standards Service of Ukraine No. 28 dated February 1, 2005.

    It should be noted that children's clothing is divided into the following groups according to its purpose:

    • clothing for newborns;
    • clothing for toddlers;

Monitor certification in Ukrainia

  • A monitor is a device that converts digital and analog information into a video image.

    A certificate of conformity for a monitor is an official document confirming that the monitor meets all established requirements, norms, and standards, and does not harm the human body or the environment.

    Monitor certification is a mandatory procedure according to the List of Products Subject to Mandatory Certification in Ukraine, approved by Order of the State Consumer Standards Service of Ukraine No. 28 dated February 1, 2005.

Certification of lamps and lighting fixtures in Ukrainia

  • A lamp is part of a lighting device (luminaire) — a light source, although sometimes the lighting device itself, in particular a table lamp, may be called a lamp.

    A mandatory certificate of conformity in the UkrSEPRO system is required for most electric lamps, luminaires, and lighting equipment.

    Lamp certification is a mandatory procedure according to the List of products subject to mandatory certification in Ukraine, approved by Order of the State Consumer Standards Service of Ukraine No. 28 dated February 1, 2005.

    MANDATORY CERTIFICATE OF CONFORMITY in the UkrSEPRO system

    The group of products that require a mandatory UkrSEPRO certificate of conformity includes the most potentially dangerous lighting equipment and light sources. As a rule, these are lamps and luminaires used in households, workplaces, and public places where the likelihood of electric shock is highest. The group of goods that require mandatory UkrSEPRO certification includes the following lamps, luminaires, and lighting products.

    VOLUNTARY CERTIFICATE OF CONFORMITY in the UkrSEPRO system

    Very often, manufacturers of lamps and luminaires obtain voluntary certificates for lamps, luminaires, or other lighting equipment that is not subject to mandatory certification in the UkrSEPRO system.

    Obtaining a voluntary certificate can confirm the safety or EMC of lamps and luminaires and guarantee the quality of the purchased goods to the buyer. Voluntary certificates for lamps and luminaires are becoming increasingly popular, as a large number of new lighting products that are not included in the list of products subject to mandatory certification are constantly appearing on the market. Most often, voluntary certificates are issued for LED lamps, halogen lamps with non- standard bases, and luminaires that use these lamps.

    SANITARY AND EPIDEMIOLOGICAL CONCLUSION

    In accordance with regulatory and legal regulations in the field of sanitary and epidemiological safety of the population, goods used in everyday life or production activities are subject to mandatory sanitary and epidemiological examination. The sanitary and epidemiological conclusion issued for lamps and similar equipment confirms the toxicological safety of the materials used and the safety of the electromagnetic fields emitted by the lighting equipment in operation.

Certification of children's products in Ukrainia

  • Certification of children's products includes certification of children's furniture, children's clothing, toys, food products for children, etc.

    Certification of children's products is a mandatory procedure in accordance with the List of products subject to mandatory certification in Ukraine, approved by Order of the State Consumer Standards Service of Ukraine No. 28 dated February 1, 2005.

    Absolutely all children's products must have a mandatory certificate of conformity in the UkrSEPRO system and a sanitary and epidemiological conclusion.

    Some types of children's products:

    • children's furniture, swings, changing tables, playpens, etc.);
    • moving objects and mechanisms on wheels: strollers, walkers, bicycles, electric cars;
    • children's clothing and footwear;
    • baby food;
    • toys;
    • books and coloring books;

    feeding equipment;

    • baby care products (pacifiers, nipples, baby powder, milk bottles, bath thermometers, baby baths);
    • children's cosmetics;
    • baby laundry detergents (washing powders, soap), etc.

    Children's toys are certified for compliance with GOST 25779-90 and DSanPiN 5.5.6.012-98. Children's toys are classified according to age, material, educational purpose, and complexity: simple, mechanical, soft, and electric.

    Toys are also certified for compliance with the international quality standards ISO 8124-3.

    All children's clothing is also subject to mandatory certification of conformity and sanitary and epidemiological conclusions for compliance with SanPiN 42-125-4390-87.

  • Cable certification is a mandatory procedure in accordance with the List of Products Subject to Mandatory Certification in Ukraine, approved by Order of the State Consumer Standards Service of Ukraine No. 28 dated February 1, 2005.

    Certification of the following types of cables is a mandatory procedure:

    • Power cables for stationary installation with a voltage of up to 1 kV inclusive;
    • Power cables with plastic and paper insulation for fixed installation at voltages above 1 kV up to and including 35 kV;
    • Power cables for non-stationary installation;
    • Flexible multi-core suspension cables;
    • Cables with heat-resistant ethylene vinyl acetate rubber insulation.

Boiler certification in Ukrainia

  • A boiler certificate is issued for compliance with the relevant requirements of the UkrSEPRO system.

    In general, boilers are understood to be metal vessels used for cooking, heating water (e.g., heating boilers), or generating electricity.

    Boiler certification is a mandatory procedure according to the List of products subject to mandatory certification in Ukraine, approved by Order of the State Consumer Standards Service of Ukraine No. 28 dated February 1, 2005.

    A mandatory certificate of conformity for a boiler is issued for:

    • Steam boilers;
    • Stationary water heating boilers;
    • Heating boilers (small-capacity) with a thermal capacity of up to 100 kW (cast iron, steel);
    • Heating boilers with a thermal capacity of 0.1 MW;
    • Stationary cooking boilers.

    For the last group of boilers, i.e., those used for cooking, it is mandatory to obtain a sanitary and epidemiological certificate.
